RULES, ELECTIONS, INTERGOVERNMENTAL RELATIONS, AND NEIGHBORHOODS COMMITTEE REPORT and RESOLUTION relative to establishing the City's position regarding legislation to amend California Penal Code Section 830.7 to enhance arrest authority for Street Services Investigators.

 

Recommendation for Council action, pursuant to Resolution (Buscaino - Englander), SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

ADOPT the accompanying RESOLUTION to include in the City's 2017-18 State Legislative Program, SUPPORT for and/or SPONSORSHIP of legislation that would amend the Penal Code to enhance arrest authority for Street Services Investigators, and to add vehicles used by these investigators for the enforcement of overload vehicle permits to the list of authorized emergency vehicles as defined in the Vehicle Code.

 

Fiscal Impact Statement:  None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.

RULES, ELECTIONS, INTERGOVERNMENTAL RELATIONS, AND NEIGHBORHOODS COMMITTEE REPORT relative to fees for election recounts.

 

Recommendation for Council action:

 

REQUEST the City Attorney, with the cooperation of the City Clerk, to prepare and present the necessary ordinance to provide the following election recount fee schedule:

 

  1. Amend the manual recount fees for any municipal election conducted by the City of Los Angeles to be $9,310 per day for each day that the recount is being conducted plus an additional $0.20 per ballot for each ballot recounted manually.

  2. Amend the electronic recount fees for any municipal election conducted by the City of Los Angeles to be $2,403 plus an additional $0.16 per ballot for each ballot recounted electronically.

Fiscal Impact Statement:  None submitted by the City Clerk. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

MOTION (RYU - BLUMENFIELD) relative to a report on the slide that occurred on private land on the west side of Laurel Canyon Boulevard, north of the intersection with Mount Olympus Drive.

 

Recommendations for Council action:

 

  1. REQUEST the Bureaus of Engineering (BOE) and Street Services (BSS), and the Departments of Transportation and Building and Safety, with the assistance of the City Administrative Officer (CAO), to report to Council on the progress of their efforts to assist the property owners on the private road above Laurel Canyon Boulevard with their proposed measures to repair and/or mitigate the failed slope to avoid any further landslides in this area and allow the affected residents to return to their homes.

  2. INSTRUCT the CAO to identify funding within the Public Works Trust Fund for the BOE to perform the necessary geo-technical investigation required to determine the scope of the slide, along with any other associated costs; and AUTHORIZE the Board of Public Works to access the Public Works Trust Fund.

  3. REQUEST the BSS and BOE to report to the Public Works and Gang Reduction Committee, at its next meeting, on the possibility of installing one, or more, super K-rails, with a protective reinforced fence, to allow for the full re-opening of Laurel Canyon Boulevard between Sunset Boulevard and Mulholland Drive.
