ARTS, PARKS, AND RIVER COMMITTEE REPORT relative to a proposed agreement with Event Network, Incorporated for the operation of the Griffith Observatory Bookstore and Gift Shop.

 

Recommendation for Council action:

 

APPROVE and AUTHORIZE the President and Secretary, Board of Recreation and Park Commissioners, to execute the proposed agreement with Event Network, Incorporated for the operation of the Griffith Observatory Bookstore and Gift Shop Concession, for a term of five years with two five-year renewal options, subject to the approval of the City Attorney as to form.
 

Fiscal Impact Statement:  The City Administrative Officer reports that Event Network, Incorporated will pay the City rental percentage ranging from 22 to 32 percent of the gross receipts from the Griffith Observatory bookstore and gift shop concession. Event Network, Incorporated will be responsible for utility charges relative to its operation. Revenues from this concession agreement would be deposited into the Department of Recreation and Park’s operating fund. There is no additional impact on the General Fund.

RULES, ELECTIONS, INTERGOVERNMENTAL RELATIONS, AND NEIGHBORHOODS COMMITTEE REPORT relative to proposed amendments to City Council Rules; specifically Council Rule Numbers 7, 8, 11, 12, 22, 62, and 63.

 

Recommendations for Council action, as initiated by Motion (Wesson - Krekorian for Englander - Martinez - Blumenfield):

 

  1. APPROVE the proposed amendments to City Council rules as specified in the attachment to Motion (Wesson - Krekorian for Englander - Martinez - Blumenfield), attached to the Council file.

  2. APPROVE the revised proposed amendment to City Council Rule Number 8 to replace the language as follows:

    8. Public Hearings

    Public hearing items scheduled for regular meetings are afforded special notice for a specific Council meeting date and are intended to receive separate public input on a specific matter. Interested persons (for example applicants, appellants and property owners) shall be given reasonable opportunity to present oral arguments for or against any proposed action. However, no person may present evidence not relevant to the matter which is the subject of the hearing. The Presiding Officer may exercise his or her discretion, subject to reversal by a majority of the Council pursuant to Rule 15, in conducting the public comment period, including re-ordering the order of business as set forth in Rule 22 and providing additional time for a member of the public to speak as long as other speakers are afforded equal time.

     

Fiscal Impact Statement:  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

 

Community Impact Statement:  None submitted.

Recommendation for Council action, pursuant to Motion (Wesson - Martinez):

 

REQUEST the City Attorney to prepare and present an Ordinance to clarify City rules to align with State law on electronic communications and interpret this section of the code accordingly, such as:

 

Los Angeles Municipal Code Section 49.61. Definition. For the purpose of this Article 11, the term newsletter or mass mailing shall mean more than 200 substantially similar tangible items but does not include a form letter or other mail which is sent in response to a letter or inquiry or an official mailing required by law.

Recommendation for Council action, pursuant to Resolution (O'Farrell - Wesson - et al.), SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

ADOPT the accompanying RESOLUTION to include in the City's Federal Legislative Program, SUPPORT for legislation or administrative action that upholds the rights of the Standing Rock Sioux Tribe and denies the construction of the Dakota Access Pipeline through their lands.

 

Fiscal Impact Statement:  None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.
