Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. FIND that the dedication of City-owned real property as public street lying on the southeast line of Mission Road southwest of Golden State Freeway (Right of Way No. 36000-2132) is categorically exempt from the California Environmental Quality Act of 1970 pursuant to Article III, Class 5(4) of the City's Environmental Guidelines.

  2. FIND that the City-owned Real property lying on the southeast line of Mission Road southwest of Golden State Freeway, shown in the Exhibit Map, be dedicated, accepted and established as part of Mission Road, a public street of said City.

  3. FIND that pursuant to Section 556 of the City Charter, that this dedication, acceptance and establishment of City-owned real property as public streets and alley is in substantial conformance with the purpose, intent and provisions of the General Plan.

  4. PRESENT and ADOPT the accompanying ORDINANCE dated June 7, 2016 effectuating the dedication, acceptance and establishment of certain real property owned by the City of Los Angeles, lying on the southeast line of Mission Road southwest of Golden State Freeway, a public street of said City.

  5. INSTRUCT the Real Estate Division of the Bureau of Engineering, to record the Ordinance, as detailed above in Recommendation No. 4, with the County Recorder.

  6. INSTRUCT the City Clerk to forward a copy of the Council action on this project to the Real Estate Division of the Bureau of Engineering for processing.

Fiscal Impact Statement:  The City Engineer reports that this action is being processed under Interdepartmental Order No. ID-1222D0003.

Fiscal Impact Statement:  The City Engineer reports that a fee of $3,317 was paid for processing this report pursuant to Sections 7.3 and 7.41.1 of the Administrative Code.  No additional City Funds are needed.

  2. APPROVE the quitclaim of a storm drain easement on 6677 Santa Monica Boulevard easterly of Las Palmas Avenue (Right of Way No. 36000-2129) as shown colored red on Exhibit A of the July 20, 2016 City Engineer report, attached to the Council file, subject to the following condition:

    That the petitioner make satisfactory arrangement with the Real Estate Group of the Bureau of Engineering with respect to the payment of the document recording fee.

  3. ADOPT the City Engineer report dated July 20, 2016 to approve the petitioner's request for the quitclaim of a storm drain easement on 6677 Santa Monica Boulevard easterly of Las Palmas Avenue (Right of Way No. 36000-2129).

  4. PRESENT and ADOPT the accompanying ORDINANCE dated July 18, 2016 authorizing the quitclaim of a storm drain easement on 6677 Santa Monica Boulevard easterly of Las Palmas Avenue (Right of Way No. 36000-2129), which has been approved as to form and legality by the City Attorney.

  5. INSTRUCT the City Clerk to forward a copy of the Council action and Ordinance to the Real Estate Division of the Bureau of Engineering for processing.

Fiscal Impact Statement:  The City Engineer reports that a fee of $6,869.40 was paid for processing this request pursuant to Section 7.40 of the Los Angeles Administrative Code.

CONSIDERATION OF MOTION (BONIN - HUIZAR) relative to the installation of two demonstration project roadway pavement murals in Mar Vista.

 

Recommendations for Council action:

 

  1. AUTHORIZE the Los Angeles Department of Transportation (LADOT), in coordination with Department of Public Works, to negotiate and execute a Memorandum of Understanding with Green Communications Initiative (GCI) for the installation of demonstration pavement mural projects, and to set forth the terms and conditions of a revocable permit for the installation, management, cleaning and maintenance of a new driveway apron pavement mural project for two alley driveway aprons along Grand View Boulevard between Venice Boulevard and Pacific Avenue and on a low volume side street off Venice Boulevard.

  2. INSTRUCT the LADOT, in coordination with the Department of Public Works, to assist GCI in the implementation of the identified demonstration pavement mural projects and report to the Council in one year relative to issues, challenges and opportunities for future possible partnership-based installations Citywide.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. APPROVE the MOU with CicLAvia (Amendment No. 3 to Contract No. C-123637), attached to the Council file, to extend the term for 40 days through November 9, 2016 to support two open street events in the City of Los Angeles, subject to the approval of the City Attorney as to form.

  2. AUTHORIZE the Controller to transfer the following funds:
