FINAL ENVIRONMENTAL IMPACT REPORT (FEIR) ADDENDUM, TRANSPORTATION COMMITTEE REPORT, and RESOLUTION relative to proposed amendments to Mobility Plan 2035.

 

Recommendations for Council action:

 

  1. FIND, based on its independent judgment and after consideration of the entire administrative record to include the Mobility Plan Environmental Impact Report (EIR), EIR No. 2013-911-EIR; SCH No. 2013041012, certified on August 11, 2015 (FEIR), First Addendum, No. ENV-2013-911-ADD1, and the Second Addendum dated January 28, 2016, No. ENV-2013-911-ADD2, all attached to the Council file, that the amendments to the Mobility Plan 2035 and the amendments to the Community Plans were environmentally assessed in the FEIR and that pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15162 and 15164 and Public Resources Code Section 21166 no subsequent or supplemental EIR is required for approval of the Mobility Plan 2035 and Community Plan amendments.

  2. CONCUR with the February 11, 2016 action of the Los Angeles City Planning Commission (City Plan Case No. CPC-2013-910-GPA-SP-CA-MSC) as amended, attached to the Council file, approving the proposed General Plan Amendment, as amended, as detailed in the February 26, 2016 Los Angeles City Planning Commission (LACPC) report, attached to the Council file.

  3. ADOPT the accompanying RESOLUTION, to be effective upon its adoption, to:

    1. Certify that the recitals contained in the Resolution are true and correct and incorporated in said Resolution and to incorporate Exhibits A.1-A.3 - Maps attached to the Resolution, February 26, 2016 LACPC report, and Council file.

    2. Make findings, pursuant to CEQA Guidelines Section 15162 and 15164 and Public Resources Code Section 21166 as described above in Recommendation No. 1.

    3. Adopt the amendments to the Updated Mobility Plan 2035 as they are read and shown in Exhibit A.2-A.3, attached to the Resolution, February 26, 2016 CPC report, and Council file, to include amendments to the Citywide Circulation Systems Map, as they are shown and read in Exhibit A.3 of the February 26, 2016 LACPC report, attached to the Council file.

    4. Adopt the amendments to the City's Community Plans as they read in Exhibit A.1 of the February 26, 2016 LACPC report, Resolution, and attached to the Council file.
             
  4. AMEND the relevant portions of the Mobility Plan 2035 to:

    1. Substitute Gayley Avenue/Midvale Avenue for Westwood Boulevard between LeConte and Ohio Avenues.

    2. Substitute Avalon Boulevard for Central Avenue between Jefferson Boulevard and Imperial Highway.

    3. Add San Pedro Street between Seventh Street and Jefferson Boulevard to the Bicycle Enhanced Network (BEN).

    4. Amend the Neighborhood Enhanced Network (NEN) to include 16th Street between San Pedro Avenue and Central Avenue.

    5. Amend the text under the Network Concept Maps heading on page 153 of Mobility Plan 2035, Chapter 6: Action Plan to add the following:

      For example, a north-south corridor identified on the BEN could be substituted with an alternative north-south corridor that is not currently on the BEN if it serves similar constituencies and destinations and is supported with additional, operational studies and community engagement.

  2. SEND the proposed changes in Recommendation 4 of the Transportation Committee report simultaneously to the Los Angeles City Planning Commission and Mayor for their recommendation.

CONSIDERATION OF MOTION (BONIN - BLUMENFIELD) relative to the temporary closure and fencing of a segment of Bellanca Avenue.

 

Recommendation for Council action:

 

DIRECT the Bureau of Street Services to temporarily close and fence Bellanca Avenue from Arbor Vitae Street to its southerly terminus, subject to the Los Angeles County Metropolitan Transportation Authority satisfying the conditions from the Bureau of Engineering for an Excavation Permit.

CONSIDERATION OF MOTION (KREKORIAN - ENGLANDER - WESSON) relative to participation in the State Intergovernmental Transfer (IGT) Program to allow the City to receive matching funds for the Medi-Cal program.

 

Recommendations for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

  1. APPROVE, in concept, participation in the IGT Program provided by California Welfare and Institutions Code Section 14301.4.

  2. INSTRUCT the Fire Department, with the assistance of the City Administrative Officer, to report on this program and options for funding the upfront commitment, the current cost of providing service for Medi-Cal beneficiaries and what reimbursements the City currently receives for these services, as well as what restrictions are placed on the use of the additional revenue generated by participating in the IGT.
