CONSIDERATION OF JOINT CITY ADMINISTRATIVE OFFICER (CAO) AND CHIEF LEGISLATIVE ANALYST (CLA) REPORT relative to possible governance reform of the Los Angeles Department of Water and Power (DWP) that would include, but not be limited to: changes to City Council oversight; hiring practices and civil service; contracting; DWP Board structure; General Manager appointing authority, removal, and compensation; DWP Board support; the role of the Office of Public Accountability; legal representation; and annual revenue transfers, most which would require Charter amendments through a ballot measure being considered for November 2016, as initiated by Motion (Fuentes - Wesson - O'Farrell).

 

Fiscal Impact Statement:  Neither the CAO nor the CLA has completed a financial analysis of this report.

MOTION (KORETZ - WESSON)

 

Recommendation for Council action:

 

AMEND  the  Joint  City  Administrative  Officer (CAO) and Chief Legislative Analyst (CLA) report relative to possible governance reform of the Los Angeles Department of Water and Power (DWP) to also INSTRUCT the CAO and CLA to report on possible ways that:

 

  1. DWP and Public Works could initiate a study to create a fully integrated water group.

  2. Charter Reform could be used to ensure that access to clean energy solutions are equitable and participation isn't limited by the neighborhood you live in nor the size of your paycheck.

  3. The  Ratepayer  Advocate  can  include  an  accounting  of the  positive  and  negative externalities in assessment of power purchase agreements; such as assessing the cost of the cleanup of chemical leaks into groundwater and the cost of methane leaks to the atmosphere versus clean energy alternatives (similar request in Council file no.  14-0516).
