MOTION (KORETZ - WESSON)
Recommendation for Council action:
AMEND the Joint City Administrative Officer (CAO) and Chief Legislative Analyst (CLA) report relative to possible governance reform of the Los Angeles Department of Water and Power (DWP) to also INSTRUCT the CAO and CLA to report on possible ways that:
- DWP and Public Works could initiate a study to create a fully integrated water group.
- Charter Reform could be used to ensure that access to clean energy solutions are equitable and participation isn't limited by the neighborhood you live in nor the size of your paycheck.
- The Ratepayer Advocate can include an accounting of the positive and negative externalities in assessment of power purchase agreements; such as assessing the cost of the cleanup of chemical leaks into groundwater and the cost of methane leaks to the atmosphere versus clean energy alternatives (similar request in Council file no. 14-0516).
