HEARING COMMENTS and RESOLUTION pursuant to the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) relative to issuing one or more series of revenue bonds in an aggregate principal amount not to exceed $20,000,000 for the purpose of financing the acquisition, rehabilitation, improvement, and equipping of a 83-unit scattered-sites, multifamily rental housing affordable housing project called Buckingham Apartments located at 4706 August Street; 4143 Buckingham Road; 3945 Gibraltar Avenue; and 4050 Ursula Avenue.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. HOLD a public hearing as required by Section 147(f) of the Internal Revenue Code of 1986 regarding the issuance of one or more series of revenue bonds in an aggregate principal amount not to exceed $20,000,000 for the purpose of financing the acquisition, rehabilitation, improvement, and equipping of a 83-unit scattered-sites, multifamily rental housing affordable housing project called Buckingham Apartments located at 4706 August Street; 4143 Buckingham Road; 3945 Gibraltar Avenue; and 4050 Ursula Avenue.

  2. ADOPT the accompanying RESOLUTION approving the issuance of multifamily housing revenue bonds by the California Municipal Finance Authority in a principal amount not to exceed $20,000,000 for the purpose of financing or refinancing the acquisition, rehabilitation, improvement and equipping of the Buckingham Apartments.

AD HOC COMMITTEE ON THE 2024 SUMMER OLYMPICS REPORT relative to an update on key issues and directives regarding the City of Los Angeles' proposed bid for the 2024 Summer Olympic and Paralympic Games (Games).

 

Recommendations for Council action:

  1. ENDORSE the Los Angeles 2024 Exploratory Committee's (LA24) selection of the state of-the-art residences and facilities at UCLA as the site of the Olympic Village and the world class residences and facilities at USC as the site of the Media Village.

  2. INSTRUCT the City Administrative Officer (CAO), Chief Legislative Analyst (CLA), and City Attorney to continue to work with LA24 to identify potential risks related to the proposed Games concept and develop mitigation strategies where possible and report back as information becomes available.

  3. INSTRUCT the CLA to prepare a Resolution to support legislation in the 2015-2016 State Legislative Program concerning State support and participation in the successful award of the 2024 Games.

  4. AUTHORIZE the CAO and CLA to initiate the procurement process to retain an independent expert to analyze LA24's proposed operating budget for the 2024 Games.

 

Fiscal Impact Statement: The CAO and the CLA report that there is no General Fund impact as a result of the recommended actions.

CONSIDERATION OF MOTION (MARTINEZ - BONIN) relative to the use of the Marvin Braude Constituent Service Center on February 20 and 21, 2016 for a Connect the Dots Van Nuys event that involves a series of public art and environmental science workshops.

 

Recommendations for Council action:

 

  1. INSTRUCT the Department of General Services (GSD) to prepare Retail Suites A, C, D and E at the Marvin Braude Constituent Service Center located at 6262 Van Nuys Blvd. in Van Nuys for use by the Aria Lands Institute, Pacoima Beautiful, and the LA County Bicycle Coalition for the Connect the Dots Van Nuys event occurring on February 20 and 21, 2016; preparations include, but are not limited to, custodial services and activating water and power at this site.

  2. INSTRUCT the GSD, in consultation with the City Attorney, to issue the appropriate Right of Entry permit, and any other necessary documents, to the Aria Lands Institute at Woodbury University, which is the lead organization for the Connect the Dots Van Nuys event, for use of the Marvin Braude Constituent Service Center located at 6262 Van Nuys Blvd. on February 20 and 21, 2016 for free design workshops.

AMEND prior Council action of December 4, 2015 relative to the acquisition of vacant land known as O Mt. Lee near Griffith Park to:

 

  1. TRANSFER/APPROPRIATE $200,000 from the Council District Four Real Property Trust Fund No. 686/14 to a new account in the Recreation and Parks Fund No. 205/88 entitled Mt. Lee Property for the acquisition of the Mt. Lee Property, with the understanding that any unused portion of this amount will be returned to its source.

  2. AUTHORIZE the City Clerk to make any technical corrections or clarifications to the above fund transfer instructions in order to effectuate the intent of this Motion, including any corrections and changes to fund or account numbers.

MOTION (BONIN - BUSCAINO) relative to reinstating the reward offer in the rape of a female university student for an additional six months.

 

Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

REAFFIRM Council's findings and REINSTATE the reward offer relative to the rape of a female university student (Council action of August 28, 2015) for an additional period of six months from the publication of the renewed offer of reward by the Office of the City Clerk and, further, that the sum $50,000 shall be the aggregate maximum sum of any payment of a City reward in this instance.

MOTION (BLUMENFIELD - PRICE) relative to executing a contract with RSG as a third party consultant to perform a financial analysis of The Village at Westfield Topanga.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. AUTHORIZE/INSTRUCT the City Administrative Officer (CAO) to execute a contract with RSG as a third party consultant to perform a financial analysis of The Village at Westfield Topanga (Project) in accordance with Subvention Agreement dated March 3, 2014 (Contract No. C-123771), subject to review of the City Attorney; accept up to $30,000 for consultant services from the developer of the Project to fulfill the obligations of the Subvention Agreement including, but not limited to, a Construction Cost Reconciliation and yearly reconciliations.

  2. REQUEST/AUTHORIZE/INSTRUCT the City Controller to deposit/ appropriate/expend all funds received as a result of this action to the Village at Westfield Topanga Trust Fund, Fund No. 56R/10, (to a new account to be established titled Administration Expenses).

  3. AUTHORIZE the CAO to make any technical corrections, revisions, or clarifications to the above instructions in order to effectuate the intent of this action.

  4. REQUEST the developer to pay the full cost of any financial and economic analysis, consultants, and any other reviews associated with the economic evaluation of this project as required per the terms of the Subvention Agreement.
