Recommendations for Council action, pursuant to Resolution (Bonin - Englander):

1. RESOLVE, pursuant to Los Angeles Municipal Code (LAMC) Section 80.69.4 and California Vehicle Code Section 22507, to hereby prohibit the parking of vehicles that are in excess of 22 feet in length or over seven feet in height, during the hours of 2:00 AM and 6:00 AM, along both sides of the following streets:
   
   
   1. Stanmoor Drive between West 91st Street and West 87th Place.
      
      
   2. West 89th Street between Rayford Drive and the West 89th Street cul-de-sac.
                         
2. DIRECT the Los Angeles Department of Transportation (LADOT), upon approval of this action, to post signs giving notice of a Tow Away, No Parking restriction for oversized vehicles on the streets listed above in Recommendation No. 1.

CATEGORICAL EXEMPTION, TRANSPORTATION COMMITTEE REPORT and RESOLUTION relative to the establishment of Temporary Preferential Parking District (TPPD) No. 201.

Recommendations for Council action:

1. FIND that there is substantial adverse impact from visitors to the Hollywood Forever Cemetery and other businesses who monopolize the on-street parking preventing residents from parking near their homes which is a situation from which the residents deserve immediate relief.        
                              
2. FIND that the establishment of establishment of TPPD No. 201 is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.

Recommendation for Council action:

AMEND prior Council action of December 1, 2015 relative to imposing a code violation non-compliance fee in the amount of, and confirming a lien of $2,012.14 for property located at 5320 North Figueroa Street and request/instruct/authorize the Department of Building and Safety to remove all late fees on the non-compliance fee and lien and keep only the Non-Compliance Code Enforcement fee of $550 and the Title Report fee of $42 for a grand total of $592.

MOTION (HUIZAR - FUENTES) relative to issuing one or more series of revenue bonds in an aggregate principal amount not to exceed $15,000,000 for the purpose of financing the acquisition, rehabilitation, and improvement of a multi-family and senior affordable housing project called Mission Village Apartments located at 4001 North Mission Road in Council District 14.

AMEND prior Council action of June 2, 2009 relative to the sale of City surplus property at Exposition Boulevard and Arlington Avenue (APN 502-008-905) to the Metropolitan Transportation Authority to direct the General Services Department to also effectuate the transfer of the property in question by way of an Easement Deed for a term of 30 years for the amount of $29,000; and, REQUEST the City Attorney to prepare, process and/or approve any documents necessary to accomplish the intent of this Motion. 

MOTION (WESSON - PRICE) relative to issuing one or more series of revenue bonds in an aggregate principal amount not to exceed $20,000,000 for the purpose of financing the acquisition, rehabilitation, improvement, and the equipping of a 83-unit scattered-sites, multifamily rental housing affordable housing project called Buckingham Apartments located at 4706 August Street; 4143 Buckingham Road; 3945 Gibraltar Avenue; and 4050 Ursula Avenue in Council District 10.

Recommendations for Council action:

1. DESIGNATE the California Municipal Finance Authority (CFMA) as the bond issuer on behalf of the project and utilize CFMA Bond policies in lieu of City of Los Angeles Bond policies.
   
   
2. INSTRUCT the City Clerk to schedule a Tax Equity and Fiscal Responsibility Act (TEFRA) of 1982 hearing on the agenda for the City Council Meeting to be held on Friday, FEBRUARY 5, 2016 at 10:00 a.m. located at 14410 Sylvan Street, Second Floor, Van Nuys, CA 91401.
