  2. ACCEPT the petitioner's offer to dedicate the easement for alley purposes on the west side of the alley east of Berendo Street, north of 7th Street (Right of Way No. 36000-2119), as depicted on the Exhibit Map in the December 8, 2015 City Engineer report to Council.

  3. AUTHORIZE the Board of Public Works to acquire the easement for alley purposes on the west side of the alley east of Berendo Street, north of 7th Street (Right of Way No. 36000-2119), as depicted on the Exhibit Map in the December 8, 2015 City Engineer report to Council.

  4. INSTRUCT the City Clerk to forward a copy of the Council action on this project to the Real Estate Division of the Bureau of Engineering for processing.

Fiscal Impact Statement:  The City Engineer reports that a $3,317 fee for processing this report was paid pursuant to Sections 7.3 and 7.41.1 of the Los Angeles Administrative Code. No additional City funds are needed.

TRANSPORTATION COMMITTEE REPORT relative to the establishment of parking restrictions for oversize vehicles on certain streets in Council District 11.

 

Recommendations for Council action, pursuant to Resolution (Bonin - Englander):

 

  1. RESOLVE, pursuant to Los Angeles Municipal Code (LAMC) Section 80.69.4 and California Vehicle Code Section 22507, to hereby prohibit the parking of vehicles that are in excess of 22 feet in length or over seven feet in height, during the hours of 2:00 AM and 6:00 AM, along both sides of the following streets:

    1. Stanmoor Drive between West 91st Street and West 87th Place.

    2. West 89th Street between Rayford Drive and the West 89th Street cul-de-sac.
                         
  2. DIRECT the Los Angeles Department of Transportation (LADOT), upon approval of this action, to post signs giving notice of a Tow Away, No Parking restriction for oversized vehicles on the streets listed above in Recommendation No. 1.

  3. DIRECT the LADOT, upon the adoption of this Resolution, to initiate the necessary procedures for the preparation and sale of overnight parking permits, as specified in LAMC Section 80.69.4(c).

  4. AUTHORIZE the LADOT to make any technical corrections or clarifications to the above instructions in order to effectuate the intent of this action.

CATEGORICAL EXEMPTION, TRANSPORTATION COMMITTEE REPORT and RESOLUTION relative to the establishment of Temporary Preferential Parking District (TPPD) No. 201.

 

Recommendations for Council action:

 

  1. FIND that there is substantial adverse impact from visitors to the Hollywood Forever Cemetery and other businesses who monopolize the on-street parking preventing residents from parking near their homes which is a situation from which the residents deserve immediate relief.        
                               
  2. FIND that the establishment of establishment of TPPD No. 201 is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.

  3. ADOPT the attached RESOLUTION, pursuant to Los Angeles Municipal Code Section 80.58, establishing TPPD No. 201 for:

    1. Beachwood Drive between Santa Monica Boulevard and Lexington Avenue.

    2. Gordon Street between Santa Monica Boulevard and Lexington Avenue.

    3. Tamarind Avenue between Santa Monica Boulevard and Lexington Avenue.

    4. Lexington Avenue between Beachwood Drive and Tamarind Avenue.

  4. AUTHORIZE the NO PARKING 6 PM - 8 AM; 2 HOUR PARKING 8 AM - 6 PM; DISTRICT NO. 201 PERMITS EXEMPT restriction for use on both sides of all streets in the TPPD.

  5. INSTRUCT the Los Angeles Department of Transportation (LADOT) to initiate the necessary procedures for the preparation and sale of parking permits to residents within the boundaries of TPPD No. 201, as specified in LAMC Section 80.58.

  6. DIRECT the LADOT, upon Council adoption of the Resolution establishing TPPD No. 201, to post or remove the authorized parking restrictions upon receipt and verification of the requisite petition, without further actions by City Council.

      
Fiscal Impact Statement:  The LADOT reports that revenue from the sale of permits will cover the cost of implementing and administering TPPD No. 201.  If motorists are cited for violating the posted signs, some additional General Fund revenue could result.
