Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. CONCUR with the Board of Water and Power Commissioner's action of November 17, 2015, Resolution No. 016-105, authorizing the first amendment to the Smart Grid Demonstration Cooperative Agreement in collaboration with the University of Southern California (USC), the University of California at Los Angeles (UCLA), and the Jet Propulsion Laboratory (JPL) to extend the term by one-year with two one-year extensions, for a total of eight years, and to authorize the Los Angeles Department of Water and Power (LADWP) Smart Grid Program Director to execute the extensions as required.

  2. PRESENT and ADOPT the accompanying ORDINANCE dated December 16, 2015 approving the first amendment to the Smart Grid Demonstration Cooperative Project Agreement among the LADWP, the National Aeronautics and Space Administration for JPL, the Regents of the UCLA Campus, and USC.

Fiscal Impact Statement:  The City Administrative Officer reports that approval of the proposed Ordinance does not result in a fiscal impact to Water or Power Revenue Funds or the City General Fund.  The proposed agreement complies with the LADWP adopted Financial Policies.

ENERGY AND ENVIRONMENT COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to a proposed power purchase agreement for the Solar to Grid Program.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. CONCUR with the Board of Water and Power Commissioner's action of December 1, 2015, Resolution No. 016-112, authorizing a power purchase agreement with the Department of Public Works, Bureau of Street Lighting (BSL) and the Department of Water and Power (LADWP) for the Solar to Grid (STG) Program.

  2. PRESENT and ADOPT the accompanying ORDINANCE dated December 18, 2015 approving the power purchase agreement for the STG Program by and between the City of Los Angeles, acting by and through the LADWP, and the BSL.

Fiscal Impact Statement:  The City Administrative Officer reports that approval of the proposed resolution authorizes initial expenditures from the Power Revenue Fund estimated at $45,000 per year.  Upon full implementation of the STG Program, the total estimated cost may increase up to $603,750 per year and $12,075,000 over the 25-year term of the agreement.  Furthermore, the BSL anticipates the STG will provide revenue for the Street Lighting Maintenance Assessment Fund.  The adopted City Budget for Fiscal Year 2015-16 provides $500,000 in the nondepartmental Unappropriated Balance to fund the STG program.  The proposed agreement complies with the LADWP adopted Financial Policies.

Recommendations for Council action:

 

  1. FIND that there is a substantial adverse impact from clients to the businesses along Sepulveda Boulevard and from construction-related parkers, who monopolize the on-street parking preventing residents from parking near their homes which is a situation from which the residents deserve immediate relief.

  2. FIND that the establishment of TPPD No. 187 is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.
     
  3. ADOPT the accompanying RESOLUTION, pursuant to LAMC Section 80.58, establishing TPPD No. 187 for:

    1. Pearl Street between Sepulveda Boulevard and the cul-de-sac west of Cotner Avenue (two blocks)

    2. Cotner Avenue between Pearl Street and Pickford Street

    3. Sepulveda Boulevard (west side) between Exposition Boulevard and Pearl Street
                                             
  4. AUTHORIZE the NO PARKING EXCEPT, 1 HOUR PARKING 8 AM TO 6 PM, MONDAY - FRIDAY; DISTRICT NO. 187 PERMITS EXEMPT; HOLIDAYS ENFORCED restriction for use on all street segments within TPPD No. 187.

  5. INSTRUCT the Los Angeles Department of Transportation (LADOT) to initiate the necessary procedures for the preparation and sale to residents within the boundaries of TPPD No. 187, as specified in LAMC Section 80.58.

  6. DIRECT the LADOT, upon City Council adoption of the Resolution establishing TPPD No. 187, to post or remove the authorized parking restrictions upon receipt and verification of the requisite petition, without further actions by the City Council.

 

Fiscal Impact Statement:  The LADOT reports that revenue from the sale of permits will cover the cost of implementing and administering TPPD No. 187.  If motorists are cited for violating the posted signs, some additional General Fund revenue could result.

Recommendation for Council action:

 

DIRECT the General Manager, HCIDLA, to adopt the proposed Recapitalization Policy as discussed in the HCIDLA report to the Mayor dated January 15, 2016, and incorporate it as Attachment 1 to the Bond Program Policies.

 

Fiscal Impact Statement: The HCIDLA reports that this action will not impact the General Fund.

  2. AUTHORIZE the City Attorney, or designee, without further action by the City Council, to make necessary technical adjustments to the settlement agreement, and to prepare Controller instructions, subject to the approval of the City Administrative Officer; and, AUTHORIZE the Controller to implement the instructions.
